When hearing about legal obligations, most people think about state law, and that is indeed part of it, but what we're going to talk about today is much more than state law. In fact, we'll touch very little on the checkerboard of various state laws across the country addressing reserves, and that's because state laws aren't the things that primarily drive reserve planning or reserve funding.
